Batteries Lost power

If I'm in the middle of charging batteries when I lose power to the house for 2 1/2 hrs, is it OK to continue charging the battery where it left off ...OR... discharge the battery and then start all over again charging.

Just start charging it again, it will be fine.

With LiPo, LiFe and any of the other newer batteries, you can just start charging where you left off. If you are charging NiMh, NiCd or the older batteries, then I would definitely discharge them to 1% and start over again. And just FYI, 1% usually gets rid of the memory that they like to keep when not fully charged or discharged.
