General Radiant Primal Problems

I have a Radiant Primal lipo balance charger and every time I plug it into an electrical outlet all the led lights will blink and I cant make it do anything even when I plug a battery into it to charge it. Can anyone please help me on this? I have looked up the manual on their website but it really doesn't say much of anything in result of all the led lights blinking.

It's not a well known fault or it would appear in the troubleshooting section, I would be dropping it into a qualified electrical workshop for them to have a look at but check the cost first, it may be cheaper & easier to buy a new one, their inspection costs may be more than the $40 to replace it.

how old is this charger I wanted 1 way back .like 7 year s ago. got 1 then tested it . tossed it.. many many new better chargers out not with more than 4 amps charge rate.
