With this, you can jump the leads on the fuses to see if it is pulling power. Make sure you wait a minute before doing so. The Instrument panel has a shutdown period where it will always pull power, then shut down and pull very minimum current. Cycling the power as you stated is a good way to kill some of the components on the board. And BIL had back surgery. Had some disks removed and back fused.
