No battery has been plugged into it for a year and it was only used once. Now every single led light is flashing red ever other second, I don't know what to do and was wondering if you guys could help. Thanks

Don't know this charger, but this comes straight from the manual.
FLASHING RED:
i. Connection problem or damaged battery (check for proper polarity and balance plug connection.
ii. Input power is out of operating limits.
